Sri Lanka: KfW Entwicklungsbank supports long-term reconstruction projects in the tsunami disaster area

Good progress in the reconstruction of homes, schools and health centres

Donation of EUR 1 million from KfW Bankengruppe to be used for vocational training centres in Banda Aceh and fishermen in Sri Lanka

On behalf of the German Ministry for Economic Cooperation and Development (BMZ) KfW Entwicklungsbank supports a number of medium to long-term reconstruction projects in Indonesia and Sri Lanka, the countries most severely affected by the devastating tsunami in southeast Asia. In Indonesia the housing construction programme, the reconstruction and equipment of vocational training centres, primary schools, the provincial health system and the provincial hospital of Aceh are making good progress (EUR 10 million). In Sri Lanka projects are being carried out in the areas of water supply and housing construction (EUR 11 million).

"Following a first inventory immediately after the disaster KfW Entwicklungsbank planned for long-term reconstruction in the framework of German Financial Cooperation", said Wolfgang Kroh of the board of managing directors of KfW Bankengruppe. The FC instruments are especially suited for reconstruction measures. The bank has long working relationships with both the implementing agencies for the public infrastructure institutions and also the banking system; these can be used to create promotional programmes for the reconstruction of infrastructure, homes and businesses. "The selected priorities are mostly 'classical' FC fields in which KfW Entwicklungsbank has many years of experience in the affected countries", said Kroh.

The German federal government has made special commitments of EUR 117 million for bilateral development cooperation (DC) with Sri Lanka for 2005 and 2006, of which EUR 69 million has been earmarked for FC. For Indonesia the government has made EUR 128 million available in bilateral DC, of which EUR 91 million under FC. The German government committed the DC amounts for 2005 in Sri Lanka in mid-May 2005. In mid-May EUR 40 million was committed in FC funds to Indonesia for the year 2005 under special inter-governmental negotiations.

In addition, KfW Bankengruppe donated EUR 700,000 for the reconstruction of vocational training centres in Indonesia's Aceh province. Under the overall project, which will be implemented jointly with the GTZ and German industry, 2880 students will receive training. The Fishermen's Relief Trust Fund in Sri Lanka also received a donation of EUR 300,000. By October 2005 the fishermen received 243 replacement boats and 216 motors as well as 144 new fishing nets. The fund benefits 1491 fishermen's families. This measure cost around EUR 620,000, one third of which was financed from KfW's donation, which has already been disbursed. The fund will also be used to finance refrigeration equipment and basic transport equipment for the fishermen.
